While the visual elements of website design are an overwhelmingly important part of the site's overall functionality and appeal, they rest heavily on all the deeper programming elements that make a website possible. Web programming and development forms the foundation of a site's structure and so it is one of the first considerations of site design. If your site is not created with an eye towards end user functionality, after all, then it doesn't matter how good it looks. No one will stay there long, if they cannot access the content they're looking for.
